Applications for out of zone students will be processed in the following order of priority: This priority order is determined by the amendment to the Education Act under 11(F) of the Education Act 1989.

• First priority will be given to any applicant who is accepted for enrolment in an approved special programme. This priority category is not applicable to Waterloo School.

• Second priority will be given to applicants who are siblings of current students

• Third priority will be given to applicants who are siblings of former students

• Fourth priority will be given to applicants who are children of former students

• Fifth priority will be given to applicants who are either children of Board employees or of a member of the School Board

• Sixth priority will be given to all other applicants

If the number of out of zone applications exceeds the number of places available, students will be selected by ballot. If a ballot for out of zone places is required, it will be held and will be supervised by a Justice of the Peace. The date will be publicised in the Hutt News. Parents will be informed of the outcome of the ballot within three school days of the ballot being held.
